Shauna R. Billingsley is the City Attorney for the City of Franklin, and she has served in that capacity since her appointment in February 2010. Ms. Billingsley has worked for the City since 2007 when she was hired as Assistant City Attorney, and she served in the capacity of Interim City attorney from January 2008 until her appointment to City Attorney. She previously worked for the State of Tennessee Department of Commerce and Insurance, and prior to that she practiced law in the Dallas/Fort Worth area, focusing primarily on business litigation and family law issues. She is a native of Johnson City, Tennessee, and graduated from Texas A&M Law School in May 2003. Ms. Billingsley is licensed to practice law in both Tennessee and Texas. She is a member of the Tennessee Bar Association, Tennessee Bar Association Young Lawyers Fellows, Texas Bar Association, American Bar Association, American Bar Association Fellows, Williamson County Bar Association (where she served as President from 2015-2016), Nashville Bar Association, Tennessee Municipal Attorney Association, and the International Municipal Lawyers Association. She is an alumnus of the Tennessee Bar Association Leadership Law Academy. She is Past President of the Williamson County Bar Association.

Ms. Billingsley is an active member of the Franklin Rotary at Breakfast, where she served as President in 2012, and she is an alumnus of Leadership Franklin. She served as the District 11 representative to the Tennessee Bar Association Young Lawyers Division Board for two terms. She is on the Board of Directors for the International Municipal Lawyers Association. She is the district representative to the Tennessee Bar Association House of Delegates and served as chair of the Tennessee Bar Association Public Education Committee for two years. She is the chair of the Tennessee Bar Association Local Government Section and member of the Evolving Legal Market Committee and Public Education Committee. Ms. Billingsley serves as a board member for WAVES, Inc., and is on the Advisory Council for Nashville Children’s Theater. Ms. Billingsley is married to Sam Billingsley and they have two children, Claire and Luke.
